歐盟農場動物福利政策與動物源性食品安全

集約化飼養條件下的農場動物福利水平低，導致動物疫病發生和傳播，已成為影響人類健康、制約畜牧業可持續發展的關鍵因素之一?；谌藗儗游锔＠麅群皠游锔＠c動物源食品安全問題的不同理解，本文就歐盟動物福利指導方針、“福利質量”評價體系及最新研究成果等幾個方面做了扼要介紹，以期提高畜牧獸醫從業人員對動物福利的認識，同時為轉變畜牧業生產方式提供參考。

近年來，隨著我國居民生活質量的不斷提升，農場動物福利與食品安全成為熱點話題。農場動物作為肉、蛋、奶的主要提供者，與人類生活密切相關，如何理解并實施動物福利對推動我國畜牧業快速可持續發展具有現實意義。

1 動物福利內涵

20世紀60年代以來，國內外許多學者和國際動物保護組織從不同角度闡述了對動物福利的理解。動物福利是其個體試圖適應環境的一種身體和精神狀態[1-2]。動物福利不僅意味著減少動物的疼痛，還要培育和滿足動物的天性和需要，動物福利是對動物在整個生命過程中實施保護的具體體現，與動物保護不同[3-4]。英國農場動物福利委員會（Farm Animal Welfare Council） 提出動物福利五項指導原則：免受饑渴；免受不適；免受疼痛、傷害和疾??；免受恐懼和痛苦；表達正常行為[5]。世界動物衛生組織（OIE）將動物福定義為動物的一種生存狀態，良好的動物福利狀態包括健康、舒適、安全的生存環境，充足的營養，免受疼痛、恐懼和壓力，表達動物的天性，良好獸醫診治和疾病預防，合理人道的屠宰方法[6]。聯合國糧農組織（FAO）通過改善動物福利，最終消除饑餓和貧困[7]。動物實驗替代方法“3R”原則為科研中動物使用提供有用的指導，分別是減少實驗動物數（Reduction）、改進動物實驗方法（Refnement）、替代實驗動物（Replacement）[8]。迄今為止各國的學者或組織沒有形成統一的概念，但保障動物健康、反對虐待動物、人與動物和諧相處的觀念是普遍認同的。

2 動物福利、動物健康和動物源性食品安全

目前，發展中國家多采用散養模式飼養豬、牛、雞等畜禽，此類模式不利于疾病防控；集約化生產模式雖然生產效率高、產量大，但由于高度密集的集約化生產，動物長期處在骯臟、密集、擁擠的環境中，免疫力低下，人們使用大量疫苗、抗生素、違禁藥品等來幫助動物抗病，致使動物體內有害物質殘留超標，嚴重危害了消費者的食用安全。

肉雞露天散養雖可以有效提高其福利水平，但增加禽流感的感染風險；散養蛋雞完全暴露于野生環境中，增加感染腸炎沙門氏菌的風險。生豬的養殖密度過高，墊料滋生大量的有害病菌，易于通過排泄物和呼吸系統在豬群間傳播疾病。豬舍地板構造設計不合理易造成不同程度的瘸腿和皮膚損傷，有利于泡狀病毒的傳播?；烊哼\輸動物、運輸車輛和動物中轉站將成為物種間傳播疾病的溫床。

歐盟食品安全局是歐盟為其成員國提供科學食品安全指南和支持的機構，它為其成員國提供關于食品安全、動物飼料、動物疾病和動物福利等科學的指導方針。目前，歐洲食品安全局的動物健康與福利部門已經發布了14個關于動物福利的指導方針，其中7個與食品安全有關（見表1）。

3 歐盟“福利質量”評價體系

隨著消費者對農場動物福利的關注，歐盟委員會設有資助“福利質量”的項目。該項目開始于2004年，是歐洲動物福利科研領域中最大的綜合性研究項目。其合作方包括13個歐洲國家和4個拉丁美洲國家?！案＠|量”項目的目的是研發出能夠準確評估動物福利的科學工具，從而將收集的數據反饋給畜牧生產的管理者，以掌握養殖場的動物福利狀況，同時也將所獲得的數據轉化成容易理解的信息提供給消費者，據此制定出養殖場具體的操作規范，改善養殖和飼養環節的動物福利，進而提高畜產品質量和經濟價值。該項目基于動物科學和動物醫學領域最新研究成果，確定了12個應用于評價體系的動物福利標準[15]（見表2）。

4 歐盟農場動物福利政策

歐盟多數國家都有動物福利法，其最早可追溯到19世紀的英國?；谡?、企業和民眾對減少動物痛苦、防止動物虐待觀點的認同，歐盟陸續出臺多部關于動物福利的法律和規范。1974年11月歐盟發布第一個有關動物福利的標準：宰前擊暈，Council Directive 74/577/EEC。1999年，動物保護和福利協議寫入歐盟阿姆斯特丹公約（修訂版），這代表歐盟動物福利的發展向前邁出了重要一步。公約指出：動物作為自然界不可缺少的一部分，人類應該關注動物的健康和福利。2000年，歐洲食品安全白皮書中強調動物福利、動物健康和動物源食品安全的內在聯系[16]。2007年，里斯本公約將動物定義為“有感情的生命”。2008年，歐盟將動物福利與食品安全的草案納入最新的2007—2013年歐盟動物健康戰略規劃。此外，歐盟的“共同農業政策”提出補貼符合動物福利要求的農產品。

在經濟全球化的大背景下，國際活體動物和動物產品貿易逐年增長，不同國家的文化和消費習慣使農場動物成為人們關注的熱點。目前，在歐洲消費者眼中，農場動物不僅僅是為了生產食品，農場動物福利水平的高低還被看作評價其他社會指標的基本原則，如食品安全和質量、環境保護、畜牧業可持續性發展、居民生活質量。62%的歐洲居民愿意改變他們的購買習慣用以采購符合動物福利的食品[17]。

歐盟越來越關心發展中國家畜牧業發展的可持續性，特別是它對動物福利和環境的影響。FAO報告稱畜牧業的過度發展是導致動物福利水平下降、地方生物多樣性銳減和生態系統改變的主要原因[18]。歐盟2006—2010動物保護和福利計劃支持發展中國家銷售帶有動物福利標簽的食品[19]，既增加消費者的選擇，又使生產者獲得足夠的市場和利潤，以此來支持畜牧業的可持續發展，確保動物福利不會對當地的農業政策造成社會或經濟影響，這對動物產品貿易將起到良好的促進作用。

5 結語

歐盟具有系統全面的動物福利法律體系和動物福利評價體系，并且在不斷地完善和提升。我國作為畜牧業生產大國，對動物福利的了解不深，研究不夠，只是當動物福利問題危害動物健康，進而影響動物源性食品安全的時候，我們才不得不加以重視。建議深入開展農場動物福利基礎研究，構建動物福利評價指標體系，從根本上改善和提高動物福利水平，保障人類健康和畜牧業可持續發展。

Farm Animal Welfare Policy and Animal-derived Foods Safety in European Union

The low level of farm animal welfare under intensive production systems leads to cause disease transmission and food safety threats，and has become one of factors infuencing human health and sustainable animal husbandry. Based on the different explanations both of the animal welfare defnition and animal-derived food safety problems，this paper reviews animal welfare policy，welfare quality assessment system and research results in the European Union in order to improve the understanding of animal welfare and provide the theoretical reference to animal husbandry practice transformation.
