Abstract: Taking the data of sewage treatment listed companies from 2013 to 2017 as the research sample, taking the R & D investment as the explanatory variable and the company strategy and risk taking as the explanatory variables, combined with the characteristics of the sewage treatment industry, the multiple regression model is used to analyze the influences of the company strategy and risk-taking on the R & D investment. The empirical results show that the company strategy and the risk taking have significant positive influences on the R & D investment. Some suggestions are put forward as follows: improvement of laws and regulations, change of development strategies, promotion of risk-taking level and increase of R & D investment, and they will help promote the sustainable development of sewage treatment companies.

Abstract: The management interface of intellectual property rights (IPR) in water conservancy enterprises is complex, and the organizational structure and culture are the important organizational factors that cause their management interface conflicts. On the basis of defining the related concepts of the management interface of IPR of water conservancy enterprises, the manifestations of the management interface conflicts are summarized, and the influences of the organizational factors on the interface conflicts of IPR of water conservancy enterprises are analyzed from two aspects of organizational structure and culture. The corresponding countermeasures and suggestions are put forward.

Abstract: As the major component of China’s water consumption, the domestic water is the important index for evaluating water-saving cities. Based on the panel data of various provinces in China from 2004 to 2017, firstly, the Kaya identities are used to decompose the domestic water into four aspects: structural effect, technical effect, economic effect and population effect. Secondly, the LMDI method is used to explore the impact of the above four effects on the domestic water. Finally, the decoupling elastic index is introduced to further analyze the response relationship between the economic indices with the greatest degree of effects in LMDI and the domestic water. The results show that ①The improvement of technology has promoted the decrease in the domestic water consumption, and the change of industrial structure, economic development and population expansion all have promoted an increase in the domestic water use. ②Compared with that of the population and structural effects, the cumulative absolute value of the economic and technical effects is larger, that is to say, the economic and technical effects are the main driving factors for the domestic water use, while the population and structural effects are the auxiliary influencing factors. ③From 2004 to 2017, the domestic water consumption and economic growth have achieved further decoupling relationship. The provinces with small population and lower economic development level have achieved higher decoupled degree, and those provinces with more abundant population, water resources and higher economic development level have achieved less decoupled degree.

Abstract: To objectively and effectively evaluate the service value of a river ecosystem and to efficiently develop and utilize river resources, firstly, the ecological service effect of instream flow is revealed based on its characteristics and functions. Then, according to its compositions, characteristics, utility and functions, the concept and classification of service functions (values) of the river ecosystem are discussed. Finally, taking the instream flow as the quantitative index, an evaluation model for the service value of the river ecosystem is established, and the evaluation method for its service value is introduced. The research results reveal the complex function relation between the service value of river ecosystem and the instream flow in terms of service effects and evaluation model, and this study may provide a new idea for river management departments to efficiently develop and utilize and to scientifically plan and manage water resources of rivers.

Abstract: While Chinese hydropower companies go global, risk events have become a huge challenge, and they have paid more attention to the overseas intelligence activities. The existing practices and researches have focused primarily on the intelligence sector, and the researches on non-intelligence departments are insufficient. The researches on the intelligence activities of non-intelligence departments are performed, including the scope and depth of intelligence activities, analysis of their impact on intelligence capabilities of enterprises, and incorporation of the collaborative governance of intelligence departments as the intermediary variables. The empirical analysis of the sample data of 113 enterprises shows that the intelligence activities of non-intelligence departments have a positive impact on the overseas intelligence capabilities of enterprises, and the collaborative governance of intelligence departments has a mediating effect in this process.

Abstract: After many years’ development, the social capital’s participation in the construction and operation of water conservancy projects (PPP) has increased, but the proportion of the PPP projects to the national PPP projects or the water conservancy construction projects is still not high. The current situation of PPP mode of water conservancy projects are summarized, and the main problems in the implementation of PPP mode of water conservancy projects are analyzed. According to the existing problems, some suggestions are put forward: emphasis on the compilation of implementation plan of projects, promotion of project planning quality, improvement of mechanism of risk identification and cause analysis of risk formation and prevention, and strengthening of performance appraisal and design of incentive mechanism.

Abstract: In order to promote the cooperation and development of water resources and the economic integration at the regional level, by reviewing literatures, the related concepts of cooperation and development of water resources and the economic integration are clarified, and the problems of cooperation and development of water resources faced by China’s international rivers are analyzed under the trend of regional economic integration. Furthermore, the cooperation and development mechanism of water resources at the regional level is established by combining the relevant subjects such as enterprises, the public and non-governmental organizations from the aspects of government, market and border trade. In addition, the above mechanism contains the relevant mechanisms such as subject negotiation, multi-agent participation, environmental benefit protection cooperation and interest compensation. Finally, some strategies are proposed to promote the regional economic integration with the help of cooperation and development of water resources.

Abstract: The problems such as short water resources and water environmental pollution in China are severe, the industrial sector consumes a large number of water resources, and the industrial wastewater greatly pollutes the water areas. Taking Zhejiang Province as the research area, the green efficiency of industrial water resources is calculated by DEA-SBM model considering unexpected output, and the Tobit regression model with fixed panel effects is employed to study and analyze the influencing factors for the green use efficiency of industrial water resources in Zhejiang Province in order to find a way to save green water resources. It is found that the opening level has promoted the green efficiency of industrial water resources in Zhejiang Province, while the environmental regulation has had restricted action. The corresponding policy suggestions are put forward to improve the water-saving capacity and pollution-control capacity of Zhejiang Province.

Abstract: With the rapid development of China’s economy and society, the problem of water environmental pollution is becoming more and more severe. The induced damage compensation disputes and public interest litigations continue to increase. Therefore, it is urgent to further improve the corresponding compensation methods for damages. Based on its research summary, the research status of damage compensation of water environment pollution is depicted from the two aspects of system and method, and the existing problems in the research field are analyzed. Then, based on the damage process of water environmental pollution, a set of compensation implementation scheme is designed to deal with the damage of water environmental pollution, including risk prevention of pollution damage, discovery and location of pollution incidents, identification of major pollutants in water environment, analysis and calculation of pollution losses, and sequential compensation and punishment for water environmental pollution. Finally, according to different damage types of water environmental pollution, a universal method for calculating the damage compensation for water environmental pollution is proposed so as to provide reference for public interest litigations and legal evaluation of damage compensation for water environmental pollution in China.

Abstract: The open development is of great significance for improving the comprehensive benefits of the Middle Route Project of South-to-North Water Diversion. Since its operation, the Middle Route Project of South-to-North Water Diversion has actively learned from the experience of construction and operation management of worldwide large-scale water control projects, actively carried out regional cooperation, opened the authority of management of construction, operation and maintenance, and cooperated with the original urban water system to boost the construction of urban ecological water system, etc. These measures have played a positive role in giving full play to its comprehensive benefits. However, on the whole, the opening of the Middle Route Project of South-to-North Water Diversion is still at its initial stage. There are the following deficiencies: insufficient opening initiative, relatively few opening fields, relatively weak opening strength, and short going global of spirit, technology and experience of South-to-North Water Diversion Project. The concept of open development, active opening, and two-way, fair and full opening should be followed, and every effort is made to enhance the comprehensive benefits of the Middle Route Project of South-to-North Water Diversion, so that the purpose of “Work in the contemporary and benefit in the future” of the great South-to-North Water Diversion Project is truly achieved.

Abstract: As the creative system to solve the current “fragmentation” governance dilemma of water resources in China, the River Chief System gives the responsibility of water resource governance to the party and government leaders, uses the authority of higher levels of government to break regional barriers, effectively integrates the management resources of various levels of government, and improves the effectiveness of cross-regional water resource management. However, the operation of River Chief System is also subjected to the inherent institutional conditions, including regional power crossovers, imperfect accountability mechanisms and improper linkage of related supporting systems. In order to better give full play of the institutional advantages of River Chief System in the cross-regional water resource management, two aspects should be highlighted: optimization of power and improvement of supporting system. The optimization of power needs to exert the all-round effect of River Chief System to realize the optimal allocation of internal powers of the wading administrative organs. The improvement of supporting system includes establishing the third-party monitoring mechanism, exploring the cross-regional legislative cooperation mode and strengthening the linkage with the cross-regional joint prevention and control mechanism.

Abstract: At present, the problem of rural river pollution in China is very severe. Clarifying the relationship among the stakeholders is the key to solve the dilemma of rural river management under the River Chief System. Under the assumption of the stakeholders’ bounded rationality, the evolutionary game tool is used to study the problem of rural river management under the River Chief System. Firstly, three important stakeholders are defined in the rural river management: rural river chiefs, functional institutions and rural residents, and their strategic choices as well as interrelationships are analyzed. Secondly, the evolution of the three stakeholders is discussed by using the evolutionary game tool, and the gradual stability of the evolution model is analyzed. The evolutionary stability strategies of different stakeholders are discussed. Finally, according to the model analysis results and the influences of non-set conditions, some suggestions for the rural river governance issues are proposed for the smooth implementation of the river system in rural areas, such as standardizing the performance evaluation criteria for river chiefs, improving the reward and punishment mechanism of functional institutions, and constructing the information platform of River Chief System.

Abstract: From the perspective of stakeholders, the Shule River watershed is selected as the research area to explore the behavioral preferences and interest appeals of various stakeholders in the water right market, and the relationship framework among the stakeholders is established. Aiming at the conflicts and contradictions among the stakeholders in the water right market of watersheds, a theoretical model is proposed, and the balance path of interests among multiple stakeholders is analyzed. Some policy suggestions are put forward from the aspects of improving the market formation mechanism of water right transaction price, reasonably encouraging or restraining the behavior of both parties in the transaction, emphasizing the responsibility and status of social organizations, and strengthening the supervision power of the government.

Abstract: Under the increasing extreme climate change, the extreme climate events are frequent and have a threat to human life and property security. As a result, the migration has become an adaptive behavior choice. The adaptive strategy for the disaster-forced migration is discussed from the three aspects of policy, resettlement and social capital. The following measures are suggested: (1) The policies for the disaster-forced migration should be made on their demand. (2) The resettlement way should be innovated according the specific situations. (3) Based on the adjustment of industrial structure and the development of human capital, the social capital should be strengthened. Accordingly, the adaptability of disaster-forced migration to the extreme climate change is enhanced, and the disaster impact will be greatly mitigated.
